When the option of Offer submission on behalf of suppliers is set to YES, the buyer has the option of submitting an offer on behalf of the supplier.
To make an offer, send an invitation to suppliers in the supplier tab and then set the status of Interested to those suppliers for whom the buyer wants to make an offer. Then click the Save button
After clicking the Save button, an icon will appear at the very end of the supplier's row 
. After clicking on it, a reply to the offer form will appear.
